Onsager– Feynman quantized circulation forces each electron into one flux tube. At ν=1 the winding is a whole number: a topological invariant read straight off an ammeter to 9 decimals. Fractional charge = winding fraction At ν=1/3 there are three flux vortices per electron; the fluid goes collective. Deplete it by one flux quantum and you get a vortex — a quasihole — whose phase winds 2π and which carries q = e × (1/denominator) = e/3 measured by shot noise (1997). The quark echo The framework's quark ±1/3 is the same move: charge = a vortex winding fraction, here a three-fold junction in 3D. The mechanism is measured; the two “3”s differ (branching vs flux-attach). The number 1/3 is a coincidence of digit, not of cause. The one place fractional charge is isolated and weighed — and it is the charge of a vortex.
